The following proposals were developed for discussion and hopefully approval by the entire OCBCF:
Proposed OCBCF Local Rules
These rules have been developed for discussion by all T Ds in the OCBCF and require approval by the OCBCF before becoming effective.
- Onsite registration should only take place at tournaments where it is agreed on by the tournament organizers and the Chief TD. Players should not assume it is available unless it is specifically announced in the tournament flier. Players registering onsite may be assigned to play in the first round at the discretion of the Chief TD to improve overall play in the tournament.
- In order to encourage timely completion of rounds, games with stopped clocks that are 5 minutes past overall time control can be called a draw by a TD. This rule applies when one player’s clock has expired and it has not been called by the opposing player. (USCF rules call for a draw if both players’ clocks have expired.)
- When possible a K-1 Section should be created in tournaments. This section would have fewer rounds and encourage the development of younger players.
- All claims, including stalemates and checkmates, should be reviewed by the TD when possible.
- Penalties should only be assigned by a TD assigned to work at a given tournament. Severe penalties should only be assigned by the Chief TD.
- Players having a clock available but not using it will be required by a TD to use it. Two minutes will be deducted from each player who has a clock available and doesn’t use it.
- Players in elementary section or higher who do not take notation when recording material is available will have 5 minutes deducted from their clocks. (All players are required by USCF rules to take notation provided they are able and know how.)
Potential Tournament Director Seminar Topics
- Clocks. Calls to make and when to make them; how to set all those different clocks.
- Scripts for addressing players before rounds.
- Accountability and Conflict of Interest. When should I ask another TD to make a call for my kid.
- Notation. What is required and how to use it in making decisions.
- When to intervene in a game.
- Roles of T Ds and mentoring.
- Pairings with and without a computer. What is a TD’s responsibility if someone else runs the computer.
- Money awards.
